Her story
Tiffany Moore Russell is a proud native of Orlando. She earned a B.A. in Political Science from the University of South Florida and her Juris Doctorate from the Florida State University College of Law, and came home to serve the county that raised her.
In 2006 she was elected to the Orange County Commission to represent District 6 — the youngest commissioner in county history. She served two terms before making history again in 2014 as the first African American woman elected Clerk of Courts in Florida, and the first African American Clerk in Orange County.
As a trained attorney, Tiffany has been a champion for accessible justice, particularly for residents who can't afford a lawyer. She established the Lydia Gardner Self-Help Center — the first of its kind in Orange County — providing low-cost help with family law, residential evictions and small claims.
Statewide, she serves as President of the Florida Court Clerks & Comptrollers (FCCC) Board of Directors and Executive Committee, is Vice Chair of the Clerks of Court Operations Corporation (CCOC) Executive Council, and was appointed to the Florida Supreme Court Access to Justice Commission.

Concrete wins for the neighborhoods she represented.
- Secured funding to build Orange County's first cricket field, including a full-scale hard-ball cricket field.
- Led the initial planning of the Pine Hills Neighborhood Improvement District with Commissioners Fred Brummer and Scott Boyd.
- Secured legislative funding for infrastructure projects in the Little Egypt community.
- Acquired funds to install the Campanella Avenue drainage pipe.
- Secured funding for neighborhood traffic projects to improve safety and accessibility.
- Prioritized the distribution of micro-loans to support small businesses.
- Secured funding to build the new Holden Heights Community Center.
As Clerk of Courts
She runs one of the largest clerk's offices in Florida — and made it work better for the people it serves.
- Established the county's first Self-Help Center for residents navigating court without a lawyer.
- Launched Operation Greenlight, helping more than 3,000 residents set up payment plans for outstanding fines and fees.
- Secured funding to open a new branch courthouse serving Winter Park and surrounding communities.
- Extended branch office hours to include Saturdays to increase access for working families.
- Partnered with community stakeholders on restoration-of-rights workshops; hosted legal forums on child support and guardianship.
- Organized passport events to simplify the application process.
- Returned unused emergency funds, invested in technology to safeguard public records, and streamlined court operations.

Tiffany is a member of Alpha Kappa Alpha Sorority, Inc., Psi Theta Omega Chapter, and an active member of St. Mark AME Church in Orlando. She serves on the Domestic Violence Commission and Task Force and is a long-time supporter of Harbor House of Central Florida.
She is married to Anthony K. Russell, Jr. They are the proud parents of two sons, Anthony K. Russell III and Aiden K. Russell.
